I believe that you have misinterpreted what is written in the text. The article's author is in fact stating that De Rosa is not like the other 'industrial' framebuilders who used the carousel building technique that allowed the 100 frames per day. He makes it clear that even during the busy season, De Rosa was only working with his 3 sons, two young apprentices and one old timer. This makes 7 people total, of which 4 from the De Rosa family.

In the late 80's, when the sons were by then fully productive, De Rosa was only making about 3000 frames per year.
