I don't know if this is the case with this frame (and I almost don't care at this point) but please bear in mind that Singer - and perhaps Herse - had a penchant for "rebranding" frames that were brought into the shop for repairs, modifications, and refinisnishing.

Presumably, they wouldn't place their own insignias on frames that weren't up to their own standards, but who knows where the lines were drawn? I love France, but sometimes I just have to sigh, shrug in that particularly French manner, and say "Ah, the French..."
