The keyed washers were steel on the SR headsets I bought in 1977. The aluminum keyed headset washers I saw then were aftermarket and not Campagnolo.

Incidently, I see lots of aluminum nuts on Campagnolo brakes on the bikes on eBay and those weren't stock either. And yes, quite a few of my bikes back in the day were OMAS equipped and all the parts swopping (hotroding) I did on my bikes will confuse future scholars of all things bike.
