Sounds consistent with the two I've seen over the years (one I bought NOS from an old bike shop). Color though is more of a darker blue if I remember. Workmanship was very nice, although a tad below Raleigh 753 standards if I recall. Certainly a very light frame and desirable although not terribly valuable I'm suspect (it took a lot of time to sell the example I had that was mint, and the used beat one I had attracted little or no interest at the time, although it was rather beat-up with a few dents). I did have one customer that recalled them from his racing days quite fondly.
