That's the easiest way to do it. Take the circlip off and pound on the other end of the axle until the bearing is pushed out. It'll ruin the bearing, but it's already shot, right? I've heard mixed results tapping the shell. The Campy taps commonly found at bike shops really aren't up to the task of cutting new threads in a blank shell; you'll likely damage the shell, the taps, or both. I'd opt for either pressing in replacement bearings and using the old spindle (the bearings are a standard industrial bearing size; bring one of the old one to a supplier and have them match it), or using a modern cartridge type BB. Be aware that many (most?) of the Lambert spindles and crank arms were untapered and may not fit well on a tapered spindle. Check you spindle for taper as you may need to replace the arms as well.
