Not necessarily so. I have adjusted investment cast lugs by up to 5 degrees. It is true that it is harder than with formed lugs, and there are different techniques and caveats. Each framebuilder has how own standards for how much he's willing to tweak a particular lug. So I can't say for sure that John's lugs _can_ be adjusted enough -- but you definitely can't rule it out either, without knowing more.
