If the glue is old & hard, you just need the cap from a BIC-type pen ... simply scrape the dried glue off the rim.

You can use Acetone (i.e., finger nail polish remover ... verify that th e acetone -- OR, any solvent -- won't affect the anodizing/whatever on t he rim) OR painter thinner (a _better_ choice, IMO) to remove whatever o n the rim may "offend" your sensibilities.

If it's your glue, check the ingredients. I use Pana Cement and it conta ins Toluene (also known as Toluol). If the glue is old and hard, a solvent m ay take a long time. In that case, I'd start with a wire wheel on a drill.
