You're looking for bias ply twill tape, here's a good source:

Their 1" heavyweight is a dead match for traditional handlebar wrap, here they have it in natural, white, and black and you can't beat the price.

I think base tape for tubulars is the same stuff, tho it looks a bit narrower (7/8") on some of my tubulars, maybe the glue shrinks it. Don't bother trying the lightweight stuff, I got a roll and it's definitely too thin.

Only problem (for handlebars) is the lack of color selection. For all the Leisure Suit Larrys out there, they do have polyester in colors, but only in 3/4 or 1 1/4 widths and the colors are limited.
