I think so in large part because none of the catalogs from the French handlebar/stem makers of that period show any mention of BF headsets and also because the handlebars were very well known, distributed, and exported at that time but the BF headsets only seems to show up in connection with JPR.

I did business with quite a variety of French wholesalers and manufacturers but never encountered BF headsets until I started importing JPR.

BTW, the BF headset instructions and packaging do not provide any contact information at all.
