It's a big problem with the DVD authoring....here's the breakdown of regions codes that are not compatible with each other.
*REGION 1 -- USA, Canada* *REGION 2 -- Japan, Europe, South Africa, Middle East, Greenland* *REGION 3 -- S.Korea, Taiwan, Hong Kong, Parts of South East Asia* *REGION 4 -- Australia, New Zealand, Latin America (including Mexico)* *REGION 5 -- Eastern Europe, Russia, India, Africa* *REGION 6 -- China* *REGION 7 -- Reserved for Unspecified Special Use* *REGION 8 -- Resevered for Cruise Ships, Airlines, etc...* *REGION 0 or REGION ALL -- Discs are uncoded and can be played Worldwide, however, PAL discs must be played in a PAL-compatible unit and NTSC discs must be played in an NTSC-compatible unit.
*Solution one is to have a multi region player. Or at least one that plays Region 1 and 2 AND can output NTSC for our 30 frame tv's. Phillips has produced some models for consumers in the past but I haven't seen any lately. Second, there is dvd ripping/hacking software (dvd decryptor-now illegal) that can "sometimes" re-author programs to region 0...but not always. I don't believe high end dvd authoring systems (Spruce, Apple) can do anything about a disc that's already been authored without the original files. Third, if you can access a PAL player (region 2), you can digitize the program chapters at a high resolution into a good digital edit suite (Avid MC or Apple Final Cut or Adobe Premiere), edit and author a new dvd for personal use. Most editing software uses various compression formats on top of your already compressed dvd that was originally encoded from either 24 or 25 frame film or PAL television which can degrade the signal even more.. Bottom line is that good quality is hard to maintain without access to a high end system with 1 to 1 uncompressed video capability. I'm an editor and do this this type of (legal) conversion for broadcast.
If someone buys a program on an unsuitable format , then I think they should be allowed to use any means possible to convert it for personal use. The law disagrees with doing any of the above.
