The appearance might be deceiving, but Phil Wood track hubs don't use skewers. They use 8mm x 1.25mm bolts to hold the wheels to the frame. In fact, the old Phil hubs on my LeJeune tandem use the same bolts. (I'm mentioning this to ensure some on-topic content.)

I've often wondered whether non-quick release skewers could really withstand the rigors of track racing. After all, the skewer shaft is only 5mm in diameter and is essentially just a v_e_r_y long, thin bolt. I actually used one of these skewers with an aero front (road) wheel at the Trexlertown Velodrome. This was during a 500 meter pursuit, so I used them for all of 40 seconds - and 3 curved sections. T'town is 333 meter track with 27 degree bankings.

Recently, I've ridden a few times at the Frisco Velodrome near Dallas (a 250 meter track with 47 degree bankings), and wondered whether a skewer could withstand the forces generated in those curves. So perhaps that's another reason why quick releases are not allowed in track racing.
