Jack, when 2nd tier bikes turn 13, there is a ceremony to induct them into the 1st tier. If they haven't had their fenders removed by then, it is also done at the ceremony. If they still have chainguards, the officials will huddle to determine whether or not to continue the induction ceremony. Hope this helps you understand the rule. Lou Deeter, Orlando FL
