may be a little eccentric, but boy he did nice work and black, too perfect.
I don't find the geometry that strange, the top tube length is really the size indicator. Getting low with a short head tube and long seat post or seat tube is quite common with track bikes newer than the CR time frame. If intended for use on short indoor tracks the BB might be high which can also have an effect on the sizing.
