I believe someone already mentioned that it appears this frame was converted from a track frame to a road frame, but the job was never finished (the fork crown and rear brake bridge were not drilled) for whatever reason. Take a good look at the rear dropouts: http://i21.ebayimg.com/04/i/000/a1/2d/946b_1_sbl.JPG You can easily see where the track ends were cut away and plates brazed in to make "vertical" dropouts. Not sure what the holes are for, unless they were intended to mount a reinforcing plate.
