moisture is allowed in the tube, it just shouldn't hang out there. the plastic thing keeps the grit out. the grooving on the plastic allows for a spring action for good sealing of the bearings and water drainage.

I opened up a bottom bracket on an undrilled bianchi pista sometime back

that had an inch of water in it after riding it in a downpour the previous week. gotta quarter inch hole now.
