I suspect that the lever under the seatstays engages a bottom bracket mounted dynamo. I don't see one mounted on the fork or stays in the usual manner and her lights indicate dynamo power. Neat solution.
Why didn't the French ever use Dynohubs on randonneuses? Anglophobia?
