I don't remember the review, but this is the type of bike I remenber being sold under the St. Etienne name. A little bit lower end than the UO-8, as this bike had wheel wingnuts, while the UO-8 had quick release hubs. I'm not quite sure I believe France-Loire branded all their bikes St. Etienne, but at least one can identify the manufacturer of this marque, which was not true for all the bike boom brands from France.
