I'm not sure about 1960, but in '61 they were using Stronglight Competition steel cranks on the Paramount (then again, this was catalog spec).

But they weren't necessarily using the Stronglights on all models in '61 (note that the catalog link only depicts the road racer). I discovered after I had cleared away some grime that my '61 P-11 Tourist model Paramount has the famous "Paramount" crankset. I'm betting that was the only model using them by this point, and that Schwinn may even have been using up their supply. They seem a bit less finished than pics I have seen of earlier bikes using the Paramount cranks. I have not yet been able to discover whether they were still in use on P-11's in subsequent years, but use of the Paramount crankset definitely extended into the early 60's.
