     When it comes to tubulars, 27=28=700. If you have access to a Continental catalogue (and their Website) you'll see that they list the same diameter tires all 3 ways, depending on the model. Actually, I also know this from personal experience.
     Why this situation exists is another story altogether, but many discussions of the subject can be found in teh CR list archives.
