I'm sure if you walked into Faliero's shop to be measured for a bike, this i s one of the choices that probably would have been left up to you. But if it
were up to Faliero, I believe he would have provided you with low flange wheels as that seemed to be his overwhelming preference.
The cover photo accompanying the following article, from January 1969, shows
a Faema Masi with low flange hubs, while the black and white photo of Eddy shows high flange hubs on his Masi. I guess it's be safe to assume that bo th photos were taken during the 1968 racing season:

I would suspect that any period of preference on Faliero's part for the use of high flange hubs (on road bikes) was rather short, if it existed at all.. . perhaps a few years in the mid-to-late 60's? Photos I have of all or mostly-original bikes show low flange hubs in the 50's up through the early to mid 60's, and nothing but low flange after 1970. The few bikes I have photos of with high flange hubs are mid-60's restorations, so I really have no way of knowing if the hubs are original, but I rather suspect they are not.
