Well, if it's indeed a Schwinn of some sort, it's not one I'm familiar with. Based on the lug style, stamped dropouts etc, my guess is a low to middle British bike. The one thing that doesn't fit that too well is the seat stay spoon caps. Not many British bikes that I remember that have that style.

Please, can anyone identify this recently acquired bike frame & fork?
I don't have much to go on. The previous owner thought it was some sort of Schwinn but wasn't certain.
