Since the bevel is so small , and the surface of the c'bore is hidden by the bolt, I don't think we can see enough to declare that the finish of the c'bore matches the original anodized surfaces.

I imagine the center bolt is threaded into matching threads added to the spring anchor (what's the correct name for that part?). There must be a shoulder on the bolt which bottoms-out against the front surface of the spring anchor. Washers could be added if the bolt proved to be too tight against the brake arms.

The bolt does look like titanium, but it's not necessarily an old conversion - lots of places can make bolts like this today, so it might be a recent conversion of old brakes. Maybe the original holes were worn (wallowed-out, ovalized)??? This would be an interesting way to fix them, if you had access to a small cnc mill.
