There was a bike on Ebay in 2004 that sounds like what you have: the headlugs did not encircle the headtube, but just kissed the back of it. Here is a comment from back then:

the builder, if it is who it si claimed to be, would be jeff lindsey. if it was my size, id be bidding, ive never ridden his road bikes, but his mountain bikes ride like dreams... fantastic builder. nice work on the lugs indeed... if only it were bigger...
