I'm building up a much abused Legnano frame to use as a townie bike. The original seat binder bolt was missing and I'm trying to make something that will work.

I think the hole for the binder in this frame has been enlarged or damaged though? I've made up a couple of bolts with a scalloped center along the lines of the original type but they do not do the job. I was hoping somebody could measure the opening in a good frame, and tell me if there's any type of ledge or "seat" that's missing from my frame. It seems like it would take a much larger diameter bolt than the original to work in this frame. I've tried a 3/8th" one without success.

In the photo you can see how the previous owner delt with the situation, by drilling through the collar and pinning the post with screws! Really classy fix, especially when there's already a thread bung for the brake cable stop they could have used to do it cleanly (and I may have to resort to). Here's a photo:
