Phil,

There is some stuff called Evaporust that I'm pretty sure wouldn't harm the plastic. It doesn't hurt skin or paint in my experience... You could just pour the handle full like a cup and leave it sit a couple of days, then rinse out with hot water (so it would dry quickly). That should do it...
