Charles: I don't know the answer for sure since the seller is in Europe. But PayPal generally is helpful but slow. Also know that, with many exceptions, European business transactions are slow. I have spent decades in Spain, the most common reply to any question is "vuelve Ud. manana"-"Come back tomorrow". I usually reply to that-"Americans don't come back unless they are taken care of promptly". this doesn't win popularity contests but gets results. I have had problems with Italian sellers, even very good ones, because of this attitude. I suggest you start with PayPal.
