If Ebay reps in the U.S. talk to their brethren in the U.K. if you go the the front page of Ebay for the U.S., on the upper right hand side of the opening page is a link"live help". If you click on that link, you'll be on line with a live chat to an Ebay rep. I checked out the front page of Ebay UK and there is no such link.

Actually while writing this email I contacted an Ebay U.S. rep on the live chat line. To get in touch with someone on the live chat line in the U.K. to lodge a complaint click onto the link below.
