I recently ordered some tubs (28" x 27mm) via the new Dugast website at:

I did also enquire about whether they could supply tyres in 'custom' sizes, including 26", and was told that they could do so, at no extra cost but a slightly longer delivery time. They were very helpful. (see below).

Yes it is possible to produce tyres for smaller wheels. But in that case you should know that there is a lead time of about 6 weeks.
