I have used aluminum strips cut from soda cans with a scissor as shims and found no problem with them wanting to slide into the seat tube. You can always stuff a bit of tissue paper down the tube to the lower insertion point or run the shank of a screwdriver around the upper edge as it protrudes just above the seat tube to flare it out a bit These shims are cheap and almost infinitely variable for "fleshing out" the required dimensions. I have been considering using a shim along with a too-small chromed steel seat pin on one bike.

Has anyone had a problem with a shim simply sliding down into the seat tube when trying to insert the post? Seems like a rather difficult procedure to me.
