Andrew, My assessment would be that the frame is not quite brazed together as it should be. As a former Schwinn bike shop mechanic during the '60s and '70s, I saw quite a difference between ALL Schwinn bikes (and other brands too) depending on the sales numbers, with the "boom" years experiencing the worst quality. This frame should have gone back under Schwinn's famous guarantee. I also own a '66 chrome Paramount that I consider well-made. It's harder to hide mistakes with chrome than with paint. I have done a side by side comparison to my Paramount and a '74 and the differences were obvious. I'll leave it to the framebuilders on the list to advise you how to handle this. By the way, it was a blue Paramount like you show that may have originated my version of the Will Smith line: "I've just GOT to have me one of those!"
