Well, it's not orange like my Stella, but --
I think the same person must have filed the lugs on this one, as filed the lugs on my bike -- similar "skips" in the filing. Maybe he had to take a c afe-au-lait break, and forgot where he left off.
And, the "swallowtail" stays at the rear dropouts are very similar.
