Hi Tom,
I took a business card and aligned it with the head tube and the fork
definitely is angled back a degree or so. I vote "damaged." But it
could be only the fork. the photos aren't good enough for me to see
anything in the frame.

PS: The first thing I noticed was that the front tire is too close to
the down tube.
