I think you measure from the ground to the center of the BB axis. Bbheight + Bbdrop = wheel radius, in my opinion.

The big 27 inch tires could be lifting the frame 5 to 8 mm, I think.

Went out to the garage and checked. (you measure from ground, up to the bottom of BB, right ??). With the 1 1/8 Paselas, its slightly under 10.5"
