You can print your own water slide decals quite easily. Search for the paper in Google, there's a lot of places that stock it. I'd recommend getting laser printer versions but the inkjet versions do work. You'll need very clean images as it will only work well if you have no background noise in the white areas of the image. I'd also recommend creating the images in an EPS format.

To make decals with white in the image is much more difficult, you have to get the right type of paper then cut the decals out really carefully. Using a scalpel on a cutting board works.
