The only cracked flange I've ever had occured with the only used hub I've ever rebuild (out of several dozen) differently to the former spoke pattern. The crack was exactly following a mark of the former pattern. BTW: Suntour XC pro hub.

I would be interested in an answer. The person who taught me to build wheels thought that once a hub was marked it had to be built that way. If not the flange large or small would have a high probability of cracking.
Using a file would not help.
Urban legend or true. Enquiring minds would like to know.
