If that grinding is the 28 T cog interfering with teh cage as the cage swings into alignment with the 28, then I would not accept that solution.

> I have set up a number of bikes with 10-tooth front
\r?\n> chainring gaps, Nuovo Record rear derailleurs, and 28
\r?\n> tooth low gear cogs. Two things are necessary--the
\r?\n> shortest possible chain, and reassembling the dropout
\r?\n> adjusters so that the axle can be placed as far back
\r?\n> as possible in the dropout slot--remove the spring
\r?\n> from between the head of the adjuster screw and the
\r?\n> inside surface of the dropout and replace it between
\r?\n> the outside (rearmost) surface of the dropout and the
\r?\n> little adjuster knob. Set the rear wheel back
\r?\n> absolutely as far as possible in the dropouts. Cut
\r?\n> the chain to the length that just barely will let it
\r?\n> be shifted to the large chainring/28tooth combination.
\r?\n> It may grind a little going onto and off of the
\r?\n> 28/small ring combination but it will make that shift
\r?\n> reliably and consistently.
