I was going to suggest a mounting method like Scott Goldsmith already did. A short piece of aluminum bar stock the same diameter as handlebars, counterbored for a bolt to mount it to the serrated boss. Most modern lights mount on the handlebar. Back in the old days club riders preferred the fork mounting over the traditional bracket on the headset because it placed the light closer to the road surface, where it did more good.
