I doubt it is 70s -- I'm pretty sure those lugs and crown weren't available until at least early 80s. Also the waterbottle braze-on diamonds and the seatpost are 80s style, though those could have been added later I suppose.

Looks like nice work, and Gängl is a respected builder.
