Unlike today's levers that are held in place by a tension band, many levers back in the fifties were mounted using a clamp with 2 screws, like these vintage motorcycle levers: http://www.norbsa02.freeuk.com/Leverclutch83001.jpg You could loosen remove one screw and loosen the other and just take the lever off without disturbing the tape.
