I don't believe he is measuring correctly. That frame looks a lot taller than 19.5". More like 56 cm I'd say. And it is very unlikely a 19.5" road frame would have a 32" standover. The frame is very dirty, some rust, and a good size dent that he does disclose. But it looks to me like it probably is a genuine Cuevas.
