+++++++++++++++++++++++ I suspect your ST has Huret drop-outs. If that's the case, the easiest solution is probably a double-sprung derailleur that doesn't index. The easiest and most appropriate is probably the Shimano Crane, particularly in its Schwinn approved LeTour incarnation. These are pretty common; I might even have a spare in some form.

Another alternative is the Huret DuoPar in the Huret drop-out version or with the correct tab washer, but I don't think it matches age with the ST. Good luck!
