The simplest solution is to wash the knickers in diluted peanut butter that has been irradiated by 0.1 nanometer x-rays at a setting of 3,000 roentgens for a minimum of 1 hour, then dry them in a particle accelerator (the one in Texas will be available soon); the resulting pseudo blackhole effect will, upon reversing, increase the size of the knickers by precisely 31%, which ought to suffice to fit you.
However, you will be able to ride them only on a beryllium frame thereafter, unless you wish to risk spontaneous combustion; please be sure to wear a respirator when you build it, as beryllium is poisonous when inhaled or ingested.
