This is an ATAX (France) stem badged as "Philippe." Lots of Peugeots in the late 70s and early 80s had the same stem with "Peugeot" badge (sticker actually) like the "Philippe" badge in the photo. They use an allen bolt for the handlebar clamp; bolt threads into back of stem as shown in photos. My team Peugeots from that period all came with that stem (they also had a cheesy "ATAX" sticker on the top).
