A simple Google search reveals that Dr. Clifford L. Graves practiced at 846 Prospect Street,La Jolla,CA 92037. He was the founder of the International Bicycle Touring Society in 1964 and wrote a self published book "My life on Two Wheels" in which he describes his escape from the advancing Germans on December 16,1944 at he Battle of the Bulge (where he served as division surgeon) on his Bicycle! So he is quite part of cycling history,which adds a bit to this rare bike. Art Link,San Antonio,TX,USA

The stem cap might give up the name of the original owner. It appears inscribed, but too difficult to make out in the auction photos.
