The keirin circuit runs an "International Series" every spring/summer for 2-3 months where international riders are invited to race in Japan. Theo Bos rode the keirin circuit this year, and Josiah Ng rode in 2005 (and posted some very interesting information about the school on his blog -- http://www.josiahng.com/keirin.html)
