Hello Don,

I think it was marketed as the Wing or Spoiler. An aerodynamic thing. Personally, I think it cheapened the marque, rather than have subtle beauty and function, Cinellis became gimicky. Note how many flying C decals are on Cinellis from that period verses Cinelli logos found on bikes from the 70s and prior.
