I use Elmers ProBond contact cement. It's Neoprene based. I use 2 coats on each surface, let each coat dry first, then contact.....nothing comes unstuck. I've used it as base-tape sticker-downer, general rim cement, even works better than anything else on those pesky curled edges where the rim tape is starting to separate from the tire casing. Works great on Continental or cotton-based tubulars. Get it at your local hardare store, about $3 to $4 for 3.3 fluid ounces, has an applicator brush in the cap.
