When I worked in England we used to take apart bicycle chains and use the "roller" (between the chain plates) as a cable guide before a stop. The "roller" would be brazed onto the down tube before a cable stop on a bar end shifter equipped bike.

The cable guide on the chain stay of the pink Herse looks like one of those "rollers", maybe from a block chain. Not saying it is,, but it could be. Most constructeurs seemed to be very resourceful. I've seen several constructeur bikes that used automotive style cotter pins as cable hangers brazed to the seat binder boss, and a rear rack that used the same piece as the anchor loop for pannier hooks.
