You can establish the correct dimensions from your brakes. Then it's an easy job to machine those bosses. The only critical dimensions are diameter and length of the pivot for the brake, the rest can be very approximate. Many framebuilders have a lathe, so you may ask the person who would put the bosses on whether they can make them as well.

Machining bosses is a lot easier than making custom brake springs! (Does anybody know how to bend custom springs? I need some for a restoration.)
