I can always get crap off small parts with a dremel. There are a couple good polishing pads that work well with rouge. Or if it is real nasty use a medium grit finishing buff. Then pop on a polishing pad with some white rouge to get an awesome shine. If patient, scratches in chrome will vanish with the right speed, pad and white rouge.
